It is the responsibility of the City Attorney's Office to provide legal counsel for the City Council and the administrative staff, as well as provide prosecutorial services for the Municipal Court. In addition, the City Attorney's Office represents Boards and Commissions when requested to do so; prepares ordinances, memoranda of law, reviews contracts; is responsible for quasi-judicial appeals; and represents the city in civil litigation.

Ben Reyes was appointed City Attorney of Union City on July 27, 2010. He is a 1987 graduate of University of California, Berkeley, and received his J.D. degree from the University of San Francisco School of Law in 1992.

Ben is a Principal with Meyers Nave and counsels public agencies in the areas of energy, construction and procurement and governance law.  He regularly teaches seminars on the Ralph M. Brown Act (local agency open meeting law), ethics, conflict of interest and political reform rules.

Deputy City Attorney

Kristopher Kokotaylo is an associate with the Municipal and Special District Law practice group. Kristopher specializes in public law matters related to land use, real estate and construction. His expertise in these specialized areas allows him to thoroughly and efficiently counsel his clients in matters from routine to highly complex. Kristopher serves as Deputy City Attorney to the City of Union City.


Before joining Meyers Nave, Kristopher gained invaluable experience serving as a Policy Assistant for Alameda County Supervisor, Nate Miley. Kristopher also served as a Graduate Law Clerk and External Bridge Fellowship Attorney for the Alameda County Office of County Counsel.

While in law school, Kristopher was a member of the Thurston Society; and currently serves as a Volunteer Alumni Coach for the Hastings Moot Court Intercollegiate Competition Team.
