The City Clerk is responsible for a number of legislative and administrative functions, such as:

  • Preparing and distributing the City Council agenda
  • Recording all proceedings of City Council meetings
  • Ensuring meetings are conducted in accordance with the Brown Act, also known as the open public meeting law
  • Conducting follow-up activities related to the agenda process such as processing resolutions, ordinances, and agreements and recording official documents
  • Serving as a liaison between the community and its elected officials
  • Serving as the agent for service of process for subpoenas and claims [PDF]
  • Maintaining and updating the Municipal Code
  • Responding to public records requests in a timely manner
  • Publishing City ordinances and legal notices
  • Managing the retention and retrieval of official City records to ensure the City’s Legislative History is maintained in accordance with legal requirements, and to ensure accessibility and continuity
  • Managing and conducting elections for the purpose of electing City Council Members and the Mayor
  • Submitting measures to the electorate
  • Serving as the filing officer for Fair Political Practices regulations including Campaign Disclosure Statements, Report of Public Official Appointments and Statements of Economic Interests (Form 700)
  • Coordinating appointments to City commissions and committees
